Is your download actually slow? However, Steam downloads, like many other file downloads, are measured in multiples of bytes per second. A byte is a group of 8 bits. To compare your Steam download speed to your connection speed, multiply your Steam download speed by 8. Why are steam downloads so slow? I am downloading Half Life 2 from steam and it is just unbelievably slow. On average it is about 1 to 4 kb/s and most of the time it stays on 0 bytes per second.

I would suggest you to Run maintenance task and check if it helps.

The Run maintenance task checks issues that might slow down your computer's performance, such as how many users are currently logged on to the computer and whether multiple programs are running at the same time.

Follow the below steps:

1. Press Windows + X on the keyboard.
2. Select Control Panel.
3. Select Troubleshooting.
4. Click on Run maintenance task under System and Security.

Method 2:

To defragment your hard disk

1. Open Disk Defragmenter by clicking the Start button. In the search box, type Disk Defragmenter, and then, in the list of results, click Disk Defragmenter.
2. Under Current status, select the disk you want to defragment.
3. To determine if the disk needs to be defragmented or not, click Analyze disk. If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
4. Once Windows is finished analyzing the disk, you can check the percentage of fragmentation on the disk in the Last Run column. If the number is above 10%, you should defragment the disk.
5. Click Defragment disk. If you're prompted for an administrator password or confirmation, type the password or provide confirmation.

If issue still persist, you can try Clean Boot and check if it helps.
